On all platforms, you can first test the apps. Each app runs independently, In-App purchases are made separately per platform.
Within a platform, you can transfer In-App purchases. If you buy on the iPhone, for example, the subscription also works on your own iPad! There is no restriction on the number of devices for your own devices.
